Does not work and balls up

I am not at all impressed with this product. Following the directions, it leaves a thin film on my lips which leaves my lips feeling very dry. Then when I apply lipstick or lip balm over it (which says can be done), everything balls up together. It looks and feels gross. I might find a way to deal with it if there was a plumping effect, but it doesn't even do that. Total waste of money.
