Didn't work as expected

I have used pencil liners most of my life and wanted to try a liquid liner. I knew I would need to allow time to dry, but this never seemed to dry completely. And when I went outside with the wind blowing (at the end of the day, not immediately after applying), I discovered I looked like a raccoon.
