Mixed bag
This doesn't seem to have any cumulative effect, and it burns a bit. It does do an excellent job hydrating very dry lips UNDER other moisturizing tinted lip products. Noticeable difference in hydration when layered.

This product was meh for me. I ordered it at the same time as the PTR bombshell lip balm, which I much prefer. I just didnt notice any fabulous effects and feel that the balm is more moisturizing.

Noticable difference
The product seems to enhance the natural color of my lips and gives them a fuller look but I am not sure if it is because I am using it in conjunction with the PR bombshell lip balm. I wear it twice a day and my lip lines appear to be less noticable.
