I have been using this for about a month, so it's too early to tell if it is effective for horizontal neck lines. However, it does a wonderful job moisturizing the neck. It did take me a few tries to get the amount just right. Initially, I used too much product and it left a greasy feeling all day. After an adjustment, it is fine. A previous product (a different brand) resulted in a red, bumpy rash on my neck after a few weeks. I have not experienced that with this Strivectin product. While the price tag on this product is high, I think it is well worth it because the skin on our necks are so delicate and need a little extra TLC. The reason I did not give this 5 stars is because I do not yet know if it will help the horizontal lines on my neck. That may require another month or two of daily use.
