Why does it flake??

I expected so much more from this sunscreen . It smells lovely and I have used it before when the old packaging was still a thing . Idk why , when I rub the sunscreen in it starts to flake and white peeling is just on my face. It’s kind of embarrassing . For the price of this sunscreen it should not do that . I tried with my moisturizing and without my moisturizer and same thing . I tried less and I tried more product . Same result . Maybe I got a bad batch?
